The Bulldog has been licenced. The committee, despite being personally and unlimitedly liable for any problems that may happen because they have decided to disreguard police advice decided to licence the event.
Events are licenced or not depending on past experience of the event, and the compliance of the organisors with licencing conditions.
Petitions from people who don't live in the area of the event are of no use whatsoever.
I was on the periphery of the organisation of a large motorcycle event some years ago and one of the licencing conditions imposed was that there was a licensed facility available for the storage of any confiscated knives, guns and explosives. (Fortunately at the time I had one of those.)
A number of events are not happening because the organisors do not want to take the responsibility for the licencing conditions imposed on them.
SOME councils, Reading being one of them, impose VERY strict event licencing conditions on ANY event in their area.
