It is a mini shock absorber, which is connected normally between the frame and the yolks (the bits the handlebars and forks are bolted too)..

They are not really required for road riding except for some exceptionally poor bikes whose suspension and geometry and a rearward weight distribution means they are prone to tank slappers.
