I think it's the single most important thing you can do to increase your visibility to other road users, and it can't possibly do any harm ( well your bulb may wear out a couple of months early, but that's a small price to pay ). I ALWAYS have dipped beam on. If I'm filtering between cars both sides I bang the full beam on. If cars approaching me are driving into a low sun, I bang the full beam on. I've got a yellow headlight cover on to make me stand out a bit better at night, which should also hopefully help when all the cars are manufactured with lights permanently on, which is crappy news for all bikers I think.
