The only reason I can see is for the Blue Meanies to nick and fine people. E.g on my last bike car driver's took absoloutley no notice (it's every man for himself) I got stopped because my front one had come away and got a warning, conversley a young lad I know had only one on too, he got a fine and lost three point's. Personally it doesn't bother me having them, I just want to know is there a point?
