It's hard to see why the biker didn't stop. Was he over the limit? Had he commited a serious crime before the chase? The lesson to learn here is that if you're requested to stop, then stop! Most chases I see on Roadwars etc, I'd prefer the police to be more aggresive with their attempts to stop vehicles, USA style. If they'd move immediately to stop runaways, by P.I.T. ing them, or in this case, nudging the biker off at slower speeds, then maybe there'd be less serious injuries.
