brake discs again

not new ones this time but my old ones.I was giving them a clean up and noticed that the river things are all solid except one, i know these are supposed to move. so how can i get them freed off ? i've already tried spraying with brake cleaner, but i cant get a grip of them to slacken them

They might have bedded into the disc Sam. If thats the case then they are fubar mate
