I was thinking about this topic heading as well but decided to get a 125cc until I was 21 then sit the test so i can upgrade.

As said before some are better ( easier) to restrict than others, i know of a guy from another forum that had a H-D sportster restricted to 33 bhp, the shop had a whole load of fun (hassle?) restricting it, but he ended up with the bike he wanted,just had to wait till he could de-restrict it to have the real fun of riding it.
So, if you had something in mind you wanted long term,generally its possible to restrict it.
